For each engagement, Lord and Tucker Management Consultants, LLC (LTMC) assembles staff and teaming partners where necessary to provide a total solution.  Teams include staff of qualified, trained, and/or licensed program analysts, trainers, MPAs, MBAs, CPAs, accountants, economists, health care service providers, logisticians, and data researchers. Our personnel, some of whom are retired military and government civilians knowledgeable of federal procedures, terminology and protocol, have extensive advisory and consulting as well as operational experience allowing them to proactively perform the duties with only minimal direction from the government.   

LTMC has demonstrated experience supporting contract policy initiatives with innovative strategies and recommendations as well compliance and review for the Department of Health and Human Services National Institutes of Health (NIH), Centers for Medicare and Medicaid Services (CMS) and Health Resources Services Administration (HRSA) Acquisition Offices and the National Park Service. 

LTMC reviews pre-award, award, and contract administration files to assess the quality of acquisitions and their compliance with federal and departmental acquisition regulations and policies, SOPs, and NIH policies. Federal Procurement Data System (FPDS) input relating to each of these files is reviewed for accuracy. The Contracts under review may be for research and development, supplies and services that may comprise of award types for simplified acquisitions, commercial acquisitions, negotiated contracts, Blanket Purchase Agreement (BPA), BPA calls, IDIQ contracts, lease acquisitions, Federal Supply Schedule (FSS) orders, task orders, delivery orders and modifications.
